Both Spring 2015 Q2 and Spring 2019 Q1 part e. mention that miles driven are proportional to expected losses; more one drives, more is the probability of liability and collision, EXCEPT in case of comprehensive coverage.
What does the part in bold mean in this context?

It's a subtle point. Comprehensive covers things like your car being vandalized or stolen (things other than an accident.) Those things can happen even if you don't drive at all - your car could be vandalized or stolen from your driveway, or parking garage, or where it's parked on the street. That type of event isn't necessarily related to how many miles you drive.
