I believe this battlecard is wrongly worded, and should state key principles of risk transfer and not risk transfer assessment:
Key principles for Risk assessment relates to chapter OSFI.SupFrm so should be:
1. Fwd looking
2. Identify material risks
3. Use sound predictive judgement
4. Dynamic adjustment

Where as key principles for risk transfer from CIA.Reins:
1. Use qualitative and quantitative approaches based on info
2. Consider overall agreement
3. Re-chek risk transfer when certain conditions occur
4. Use prof judgement

The source states "... the task force has identified the following four key principles that provide a framework for risk transfer and risk transfer assessment" (page 11). Although the introduction paragraph (page 1) specifically states "risk transfer principles", either wording can likely be used as both are used in the source.
You're right to recognize that OSFI.SupFrm has a list identifying key principles of risk assessment. The OSFI paper lists these principles with respect to its framework in which it supervises FRFI's.
In CIA.Reins, the focus of the paper is providing guidance on assessing risk transfer in a reinsurance contract.
