I cannot understand why the maturity date is 2021, 2022, 2023, 2024, 2025 but the discount rates are used for 2025,2026,2027,2028,2029.

You are right - Step 1a should be 2025, 2026, 2027, 2028, 2029 and 2030. It's a typo
