I wondered the same thing when I first read the MCT reading. It doesn't seem to make any difference to the final value for ER (Earthquake Reserve) but if the questions asks only for ERC then you would have to remember to subtract EPR.

Yes, you wouldn't be expected to memorize specific risk factors. They would give you those on the exam.

I'm not absolutely sure either. I don't think that was even discussed in the original reading. It was only mentioned in the bulletin in the 2022-Fall syllabus but not further explained. I think you can pretty safely ignore that.
