Certificate of the actuary
Learning objective A.2 in the syllabus lists 2 knowledge statements about certificate of actuary. I went through the listed readings but not able to find it.
What is certificate of the actuary? Is it certain type of official document?
Can someone direct me to the readings for that topic? Really appreciate the help!

It is referring to the certificate for agricultural insurance rates in the Chevalier paper. FCT and AA reports also require certification from an actuary

Yes this is true - Risk transfer here is in the context of the Frei paper, not the agriculture paper
