Gov Mandated - who sells in the mandatory coverages?

Looking at F2016 Q4, the solution description for Gov mandated is "The government sets the rates for insureds and insurers are not allowed to deviate from the set rates"... does this imply the insRs sell the mandatory coverages? I thought crown corporations like IBC would sell the mandatory coverages.

    yeah IBC sells the mandatory coverages. Insurers are free to sell add-ons. I think it is probably a typo in the solution
