This question is taken directly from the reading:
The idea is that the AA gives a qualified opinion that everything is fine, but that is conditional on receiving an unqualified opinion from the auditor. If the auditor does not eventually provide an unqualified opinion, then the AA's original qualified opinion would presumably be changed to something else.
