cite a case Privy Council used against Fed efforts at insurance regulation
Would insurance reference case AG(Can) v AG(AB) also be acceptable here?
I was thinking that in insurance reference case, insurer challenges feds effort at licensing the entire insurance trade, and wins.
In Citizen's v Parson, insurer challenges provincial effort at insurance regulation, and loses.

My understanding is that the privy council has already decided before the insurance reference case that federal insurance regulation is ultra vires. The Insurance Reference Case was not a factor in their decision as it comes after it was already made. So no I don't think that answer would be acceptable
