For the V in CLEV, I'm not sure I understand the phrase "Providers are paid based on volume, not results".

Who are the providers? Are they the health care providers? I believe that it means the providers are compensated based on the number of the victims, and that compensation is based on whether or not these victims are given the proper care. Is my understanding correct?

  • Yes, the "providers" are "health care providers". The reading doesn't go into detail but my understanding is that there is a certain fee per person, per type of treatment. The treatment could be substandard or not appropriate but that wouldn't factor into how the health care provider is compensated. The provider therefore has an incentive to treat as many people as quickly as possible.

    (Many health care providers would not do this however because they are genuinely interested in providing good care but the system leaves the door open for fraudulent actors.)
