I'm not sure how this statement is correct, in ON the retiree discount is only mandatory on AB coverage, not on all overages, so it looks to me that it doesn't comply with the regulations?
A retiree discount is mandatory for AB (Accident Benefits), but it is not prohibited for other coverages. So if the insurer wants to offer a retiree discount for all coverages, that would still comply with regulations. They would be giving a discount that is more than what is legally required and regulators are usually fine with that!
