advantage and disadvantage of joint and several liability reform

Hi,

the battle card sounds contradictory to me:
for advantage, we have: decrease the costs
then for disadvantage, we have: there is a cost to determine proportionate liability, so increase the cost?
Can you please clarify?

    If joint and several liability is eliminated then certain aspects of the reform could decrease costs and other aspects might increase costs. So you're right, it's somewhat contradictory.

    What we hope is that the decrease in costs more than offsets any increases, but it's very hard to know in advance how it would work out in real life.
