What must prospective replacement AA do?

Hi,

I find it curious that the prospective AA must request report from outgoing AA, but if not received within 15 days, then the incoming AA can simply accept the appointment. I wonder what is the point of requesting the report if there's no impact on accepting the AA appointment anyways?

    I think the intent is to provide communication and continuity from one AA to the next, but there is nothing compelling the previous AA to submit a report. As an example, if the previous AA was fired, they might be unlikely to comply with the request so if the report is never delivered, the new AA would just have to get on with things anyway.

    The impact of not submitting a report would probably impact the previous AA more because their reputation would be adversely affected by the lack of cooperation.
