In this question they ask to identify three matters over which the provincial legislature has exclusive legislative authority. I would have probably cite 3 of the following : provincial taxes, civil property rights, hiring and supervising provincial employees, operating jail and hospitals. Their answer is more about provincial INSURANCE regulation. Would my answer be ok? It's difficult sometimes in their questions to seize which part of the text they are refering to or which text (McDonald vs Baer).

Yes, your answer should be fine. Most of their items were indeed insurance-related, but I did notice a couple of things in the middle of their long list that were not insurance-related, like education and health care.
Your examples were listed in the text and should be acceptable. They don't always list every possible answer.
