Value Gap vs Opportunity Gap

To me, they both mean the same thing, we can have better medical care if we focus on care for the victim instead of focusing on cash payouts which will lower premium without effecting quality.

Do you think if we answer the question like this regardless if they say Value Gap or Opportunity Gap, we will get full marks? If not, what is a clear distinction because the Battlecard isn't too clear on it.

    I'd say the easiest way to think of it is value is what you receive, opportunity is what you pay
