All From Government?

Hi, May I confirm whether these all Health Insurance, WC and EI are from Government?
The reason is that when I read 2019Fall Q9, when evaluating on Efficiency, it says it is more efficient since is not private hence not having motive to profit. Just wanna see whether the same applies to the others.
