Benefits are fair in $ but not delivered fairly
What is meant by this statement? Does this mean that the final settlement amounts in court for damages are fair but they drag on due to litigation/entitlement and thus not delivered right away?

In general, the money is awarded but then isn't always used in the optimal way. See CLEV at this link:
So yes, part of the unfair delivery is a delay in getting money to victims. Also some if it goes to lawyers, and some of it just isn't used for the intended purpose for various reasons. Setting fair benefits and delivering those benefits are 2 different issues and the delivery is probably harder to control because there are so many parties trying to get a cut for themselves.
